PROBLEM TO BE SOLVED: To provide a swirl correction device capable of correcting swirl without deterioration in emission. SOLUTION: A desired value of swirl generated in a combustion chamber is determined in accordance with an operating condition of an internal combustion engine. When actually generated swirl becomes higher than the desired value, the NOx concentration becomes high. On the other hand, when the actually generated swirl becomes lower than the desired value, the NOx concentration becomes low. Therefore, the allowable range of the NOx concentration with respect to the desired value of swirl is set, and the swirl is corrected so that the NOx concentration may be within the set allowable range.
