<P>PROBLEM TO BE SOLVED: To provide a sealant to prevent a fine powder such as a toner, etc., from leaking by making close contact with the periphery of a photoconductive drum, a developing roller and a fixing drum, etc., mainly in a photo image forming process or various kinds of working equipment such as an electronic copying machine, a laser beam printer, a facsimile. <P>SOLUTION: The sealant is brought in contact with the surface of the working member as sealant, and prevents the fine powder from leaking outside. The sealant has the layered structure of a surface seal layer and a cushion layer of fibrous material.
