PROBLEM TO BE SOLVED: To provide a control system controlling the unlocking of a key of a locker or the like through a portable terminal of a cell-phone or the like of an unspecified user. SOLUTION: An owner's cell-phone 100 is equipped with a memory section 160 holding a cipher key of the locker 200, a cipher processing section 141 encrypting authentic information by making use of the cipher key of the memory section 160 and a radio communication section 110 transmitting encryption authentic information to a representative's cell-phone 101, the cell-phone 101 is equipped with the radio communication section 110 receiving the encryption authentic information and an infrared-rays communication section 120 transmitting the received encryption authentic information to the locker 200 through a short distance communication, and the locker 200 is equipped with the infrared-rays communication section 210 receiving the encryption authentic information through the short distance communication, a memory section 240 holding a decoding key corresponding to the cipher key, an authentication processing section 231 judging justifiability of a decoding result by decoding the encryption authentic information by using the decoding key and a lock controlling section 233 controlling the locker 200 in accordance with judgment results of the justifiability.
