PROBLEM TO BE SOLVED: To provide an image forming apparatus that can control the developer concentration at a secondary transfer position according to a transfer material.

SOLUTION: The apparatus is equipped with: a bias application roller 22Y that controls the solid content concentration in a liquid developer on a developing roller 20Y; an input means I where the kind of a transfer material is inputted; and a control means C that controls the number of revolutions of the bias application roller 22Y according to the kind of the transfer material inputted in the input means I.
