PROBLEM TO BE SOLVED: To measure thickness of outer layer of a cable insulation cover composed of inner layer and outer layer during manufacture with non-destructive and non contact measurement with good accuracy. SOLUTION: The device for measuring the thickness of outer insulation layer of a two-layered cable is composed of an outer diameter measuring part measuring outer diameter of the cable covered by the inner layer and the outer layer with non-contact on-line measurement, an electrostatic capacity measuring part measuring electrostatic capacity of the cable with non-contact on-line measurement, a measured data recognizing part recognizing the measured outer diameter and electrostatic capacity of the cable, a known data storing part storing outer diameter of a core of the cable and dielectric constant of the material of the inner layer and the outer layer of the insulation cover, a program storing part storing a calculation program calculated on the bases of a formula of static electricity of the cable having the insulation cover composed of the inner layer and the outer layer having dielectric constant different from each other, and a calculation part calculating the thickness of the outer layer of the insulation cover of the cable by using the calculation program.
