PROBLEM TO BE SOLVED: To reduce consumption of a constitution part while maintaining paper feeding performance for misfeed and double feed. SOLUTION: A torque control part 77 adjusts strength of retard torque of a retard roll 62 according to load of a pickup roll 58 adjusted by a load control part 75. Previously, when the retard torque of the retard roll 62 is set strongly, wearing of the retard roll 62 and the feed roll 70 becomes violent. However, in this constitution, since strength of the retard torque of the retard roll 62 is set according to the load of the pickup roll 58, the retard torque of the retard roll 62 can be strengthened only when required and wearing of the retard roll 62 and the feed roll 70 is reduced.
