PROBLEM TO BE SOLVED: To provide a stabilized double floor in the long term capable of having few field works, decreasing the production of waste materials, being fitted to maintenance inspection work and hardly causing distorsion in a floor level. SOLUTION: A panel frame 4 is fixed to the lower surface of flooring 3 to form an upper floor 1, a strut bolt 6 screwing a base plate 10 to the upper part of the bolt is prepared, the strut bolt is erected in a substrate surface 2 so as not to rotate, the level of the base plate is adjusted to a predetermined height, a bolt part projected upward is so set that the upper end becomes a height not higher than the height of the lower surface of the flooring, and moreover, the panel frame is mounted on the base plate to construct the upper floor, the panel frame is penetrated from the above of the flooring to fix a fixed bolt 5 to the base plate, the bolt is removed, and the base plate attached strut bolt can be moved along the panel frame at the lower side.
