PROBLEM TO BE SOLVED: To prevent cold air from leaking into the side of a cold air bypass through between a rotary shaft and a shaft cover. SOLUTION: When an air mix door 19 is located within an intermediate position of an operating rangeθa, a shielding cover 193 can shield the rotary shaft 19a between the air mix door 19 and an end part a1 in the operating rangeθa against the upstream side of air. In this way, the cold air from a cooling heat exchanger 16 can be prevented from flowing into between the air mix door 19 and an end part a1 in the operating rangeθa. The cold air does not leak out of a storage part 130, since the storage part 130 is formed so as to cover the shielding cover 193 being isolated from the downstream side of air. The cold air flowing into between the air mix door 19 and the end part a1 can be prevented from leaking into the side of the cold air bypass 18 through between the rotary shaft 19a and the shaft cover 120.
