PROBLEM TO BE SOLVED: To provide a pneumatic tire which can maintain conductive performance till the final stage of friction without impairing an improving effect by constituting the tire outer circumferential part of a tread part with a non-conductive rubber layer, and also to provide a production method therefor. SOLUTION: At least tire outer circumferential part of the tread part of the pneumatic tire is constituted of the non-conductive rubber layer formed of a non-conductive rubber strip which is wound in a tire circumferential direction. The non-conductive rubber layer comprises rubber strip layers 11, 12 laminated at the inside and outside of the tire. The rubber strip layer 11 is divided into blocks 1, 2 each comprising the laminate of the rubber strip in a tire width direction. Similarly, the rubber strip layer 12 is divided into blocks 3 to 5, and each tire outer circumferential surface of the blocks 1 to 5 is covered with a thin film conductive layer 13.
