PROBLEM TO BE SOLVED: To provide a development device capable of yielding a high-quality image over a long term, and a process cartridge having the development device and an image forming apparatus. SOLUTION: The development device 13 includes a development roller 15. The development roller 15 includes a magnetic roller 33 and a development sleeve 32. The magnetic roller 33 is fixed. The outer surface of the development sleeve 32 is roughened so that the change of the area of developer 26 attached on the outer surface of the development sleeve 32 as seen from the outer periphery side of the development sleeve 32 to the change of the attached amount of the developer 26 to the development sleeve 32 may be≥0% and≤30%.
