PROBLEM TO BE SOLVED: To obtain an adhesive and a primer exhibiting high adhesive force to any material and capable of forming flexible continuous film, reduced in volatile organic solvent content, and suitable for use on flexible adherends. SOLUTION: The adhesive or primer exhibiting high adhesive force and capable of forming flexible coating film is obtained using a three-component composition comprising a low-molecular polyfunctional polyisocyanate compound, an alkylene carbonate and a urethanation catalyst.
