PROBLEM TO BE SOLVED: To generate image forming data at a high speed and with high quality by suppressing deterioration/missing of raster image information caused by high compression at fallback and deterioration in the throughput due to an increase in a processing load in an image forming controller for storing a raster image to a memory with a limited capacity by a compression coding processing. SOLUTION: The image forming controller includes: a means for generating intermediate data for image drawing on the basis of input image information; a means for interpreting the intermediate data to output the raster image; a fallback means for using the raster image for background information; a means for applying compression coding to the raster image as final information so that the compressed image has a capacity of a first threshold value or below; a means for applying compression coding to the background information so that the compressed image has a capacity of a second threshold value or below; and a means for setting the second threshold value to be greater than the first threshold value.
