PROBLEM TO BE SOLVED: To provide a perimeter measurement device and a perimeter measurement method capable of obtaining good measurement precision without being affected even the flexure is generated by the flexure of the roller. SOLUTION: The perimeter measurement device (10) comprises: a pair of rollers (14, 15) in a state a ring work is set on both the rollers while expanding the opposite distance, either of which is a driving sideand the other is a driven side; the tension imparting means (27) for imparting prescribed tension to the ring work; the first detection means (18) for detecting the displacement of the driving side roller to the tension imparting direction; the second detection means (19) for detecting the deformation of driven side roller to the tension imparting direction; and the operation means (22) for operating the periphery of the ring work based on the detection results of the first and the second detection means.
