PROBLEM TO BE SOLVED: To enable application of a heater for floor heating or the like having a distinct control structure, by using a hot-water terminal of an existing heating system. SOLUTION: Hot water is supplied to hot-water terminals 9a and 9b from a heat source machine 40 through pipes, and the hot water is supplied to heaters (for instance, an air conditioner 47 and a heating mat 51). Since the optimum operating hot-water temperature for operating the heating mat 51 in an optimum state is 60°C, which is lower than 80°C of the temperature of the hot water supplied from the heat source machine 40 and no on/off valve for hot water supply is incorporated therein, a hot water supply on/off valve for executing on/off operations for hot water supply from the hot-water terminal 9b to the heating mat 51 and a hot-water temperature detection means for detecting the temperature of the hot water supplied to the hot-water terminal 9b are arranged in the vicinity of the hot-water terminal 9b with the heating mat 51 connected thereto, and the on/off timing of the on/off valve for hot water supply is controlled according to predetermined timing control information in response to the detection temperature and the heating set temperature of the heater based on the detection temperature of the detection means.
