<P>PROBLEM TO BE SOLVED: To provide a fixing device which prevents flicker of the fixing device, shortens a warm-up time, and carries out stable fixing on various types of paper sheets without causing high-temperature offset; and to provide an electrophotographic device. Ž<P>SOLUTION: The fixing device includes: a pressure roller formed of a transparent quartz tube having a carbon lamp heater inside; and a fixing belt which forms a nip in contact with the pressure roller. The paper sheet is irradiated with an infrared ray from the carbon lamp heater of the pressure roller from the backside of the paper sheet before its entry to the nip, and the paper sheet is preliminarily heated.
