A filter is mounted in a fresh water intake pipe to prohibit entry of foreign materials into a fluvial channel, which receives fresh water. The intake fresh water is passed through a quality control process at an entrance, equipped with a flood gate, and is deposited into the mainland and into a plant. The plant is equipped with impulsion or absorption pumps and turbines for powering the pumps and the flood gates.
