The apparatus (1) has an elongated rectangular panel (2). Two notches (6, 6`) are provided on lower side of circumference of the panel. The notches are extended through respective slits (7, 7`) in a manner to form two lateral tabs and a central tab. The slits communicate with orifices (10, 10`) respectively constituting locking unit for locking by friction of the apparatus on a wire (4).
