PROBLEM TO BE SOLVED: To provide a content distribution system which attains functions of preventing tapping/tempering of a license, authentication of a communication partner, and measures against communication disconnection, and reduces the communication exchange. SOLUTION: A user terminal device 3 holds a 1-bit transaction identification flag indicating whether a current transaction processing is being conducted or has been completed, does not transmit a commit message in each transaction processing except the last one among continuous multiple transaction processings, and transmits the transaction identification bit in place of the omitted commit message during transmission of second and subsequent request messages. A content distribution device 1 receives the transaction identification flag transmitted together with the second and subsequent request messages, and determines whether the completion of one transaction should be decided or not based on the received transaction identification flag.
