PROBLEM TO BE SOLVED: To obtain an expandable thermoplastic resin particle that is obtained by using a flexible thermoplastic resin having≥50% tensile elongation, prevents heat deterioration of thermoplastic resin and has a small particle diameter and to provide a method for producing a pre-expanded particle. SOLUTION: The method for producing a thermoplastic resin pre-expanded particle comprises grinding a thermoplastic resin having≥50% tensile elongation by a crusher to produce ground resin particles which are indeterminate and have 0.1-0.5mg average mass of particle, then impregnating the ground resin particle with a blowing agent to produce an expandable thermoplastic resin particle, then and heating and pre-expanding the expandable thermoplastic resin particle to produce a thermoplastic resin pre-expanded particle.
