<p><P>PROBLEM TO BE SOLVED: To provide a blanket cylinder capable of uniformly applying tension to the blanket cylinder and forming a reproducible pattern, and a pattern forming apparatus. <P>SOLUTION: The blanket cylinder equipped with a blanket winding roller for fixing a blanket on the blanket cylinder, and a storing space for storing the winding roller, is characterized by having a free roller 7 between the winding roller and an edge part of the winding roller storing space.
