PROBLEM TO BE SOLVED: To provide a method of solubilizing a urethane resin decomposition product in water which makes the urethane resin decomposition product obtained by chemically decomposing a urethane resin easily compatible with water which could not be realized in the past, and its resin composition. SOLUTION: This resin composition comprises a urethane resin decomposition material obtained by chemically decomposing a urethane resin, additionally, a compound having a hydroxy group or an amino group and a solubility parameter in the range of 7-16 cal<SP>1/2</SP>cm<SP>-3/2</SP>, and water.
