<p><P>PROBLEM TO BE SOLVED: To reduce labor of a maintenance person by automatically performing area division based on predetermined conditions. <P>SOLUTION: Transmission apparatuses 1a, ..., 1m, ... comprise one area. The transmission apparatuses 1a, ..., 1m, ... transmits data within the area and with other areas in accordance with levels. The transmission apparatuses 1a, ..., 1m, ... select the transmission apparatus 1h as a network leader within the area. The transmission apparatus 1h calculates dividing points A1, A2 dividing the area based on predetermined conditions. The transmission apparatus 1h selects the transmission apparatus 1a, 1b adjacent to one of the dividing points A1, A2 as an area group leader. The transmission apparatus 1a, 1b changes the level so as to transmit data between a divided new area 2 and the existent area.
