PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner having satisfactory toner blocking resistance, storage property of an image, cleanability and filming resistance and a method for manufacturing the same, and an electrostatic charge image developer and image forming method using the electrostatic charge image developing toner. SOLUTION: The electrostatic charge image developing toner of a core-shell structure having a core layer consisting of a toner base particle containing a binder resin and a colorant and a shell layer coating the core layer is characterized in that the shell layer contains an amorphous high polymer obtained by polymerizing 11-14C alicyclic monomer or the electrostatic charge image developing toner of the core-shell structure having a core layer consisting of a toner base particle containing a binder resin and a colorant and a shell layer coating the core layer is characterized in that the shell layer contains an acryl silicone resin, and the method for manufacturing the same, and the electrostatic charge image developer and image forming method using the electrostatic charge image developing toner are provided.
