<P>PROBLEM TO BE SOLVED: To preferentially receive access request from a terminal device operated by a regular user among access request received from unspecified terminal devices. <P>SOLUTION: The access request received from a client terminal 26 is received by an application server 18 via an access controller 14 and a Web server 16, and the application server 18 performs authentication on the basis of authentication information in login request, and performs registration into an authentication completion table when a user is authorized as a regular user.
