PROBLEM TO BE SOLVED: To estimate a construction cost with a high degree of precision even at an early stage of design of a plant construction.

SOLUTION: A layout drawing input means 1 inputs a plurality of layout drawings. An instrument 3D information creation means 3 creates instrument 3D information from the layout drawing inputted by the layout drawing input means 1. A piping and instrumentation line diagram input means 2 inputs a piping and instrumentation line diagram showing the connection of pipings and instruments, interconnection and branching of pipings. A piping and instrument connection information creation means 4 creates piping and instrument connection information from the piping and instrumentation line diagram inputted by the piping and instrumentation line diagram input means 2. A 3D piping layout creation means 7 creates a 3D piping layout using the instrument 3D information created by the instrument 3D information creation means 3 and the piping and instrument connection information created by the piping and instrument connection information creation means 4. An estimation and evaluation means 10 estimates and evaluates the piping work cost based on the result of the 3D piping layout created by the 3D piping layout creation means 7.
