<p><P>PROBLEM TO BE SOLVED: To provide a microcomputer having a built-in flash memory convenient for use. <P>SOLUTION: This microcomputer including a CPU, the flash memory, a serial communication interface and an I/O port has a first function of writing a program in the flash memory by a PROM writer before the resin sealed microcomputer is packaged in a system, and a second function of rewriting a program of the flash memory by executing a rewrite control program by the CPU with the microcomputer in a packaged state.
