PROBLEM TO BE SOLVED: To provide a lubricant applying apparatus uniformly and stably coating with lubricant on a moving surface to be coated with the lubricant, a process cartridge provided with it and an image forming apparatus. SOLUTION: The lubricant applying apparatus can suppress variation in abutting pressure due to oscillation in a leveling blade 74 by having an elastic member 75 absorb the oscillation of the leveling blade 74 by connecting a casing 77 and the leveling blade 74 as a member to level the lubricant forming a photoreceptor lubricant applying apparatus 7 connected by the elastic member 75.
