PROBLEM TO BE SOLVED: To provide a web joining device, and a web joining method capable of joining an old web with a new web without using any complicated monitoring work, enhancing the joining accuracy, and enhancing the quality of the web. SOLUTION: In the web joining method, a terminating end of a web 32 is joined with a fore-end of a web 44 wound around a new roll 28 by a joining means 14 while traveling the web 32 wound around an old roll 24. The fore-end of the web 44 of the new roll is conveyed from the position of the new roll to the joining position by a joining means while holding the fore-end by a holding member 68, and the slackness of the web from the position of the new roll to the joining position is controlled so as to be substantially constant.
