A wind-driven powerplant has a vertical shaft with support installed in vertical support, and installed on it in horizontal positions two pair of blades with rotary flaps placed one over another in cross positions, at that the blades of each pair are fixed with rotary flap in mutually normal planes with displacement of central axis of blade with respect to axis of rotary flap. Each blade is equipped with counterweight equalizing its moment of rotation with respect to the axis of rotary flap, with repulsion elements, it is fixed on the flap adjacently to vertical shaft with possibility of interaction with support. Each rotary flap consists of two horizontal rotary shafts installed on one axle with gaps between the ends of those, connected to each other with elastic link and surrounded with horizontal cylinder fixed with respect to the vertical shaft. At that one end of horizontal shaft isconnected to cylinder with pair of shifted in long direction bearings, and the supports with respect to vertical shaft and counterweights with repulsion elements with respect to rotary horizontal shaft of flap are installed in such way that interaction of support and repulsion element is performed at blade position with respect of horizontal shaft of flap in horizontal plane.
