PROBLEM TO BE SOLVED: To appropriately clean residual toner on the surface of a toner image carrier such as an intermediate transfer body. SOLUTION: The cleaning device is used in an image forming apparatus having a transfer member 3 capable of transferring a toner image, formed on a toner image carrier 1, onto a transfer medium 2, and a transfer bias application means 4 capable of applying a transfer bias between the transfer member 3 and the toner image image carrier 1. The cleaning device includes: a cleaning member 5 disposed opposite the toner image carrier 1 so as to be freely rotatable, and used to clean residual toner off the surface of the toner image carrier 1; a cleaning bias application means capable of applying a cleaning bias between the cleaning member 5 and the toner image carrier 1; a determining means 7 for determining whether or not the residual toner to be cleaned off has been subjected to transfer by the transfer member 3; and a control means 9 for altering a cleaning mode 8, including at least the rotating speed of the cleaning member 5, based on the determination result of the determining means 7.
