PROBLEM TO BE SOLVED: To use a rubber-roll-internal-contact type sheet/film forming roll in a current and common sheet/film forming apparatus without a complicated structure of a drive system even if the roll is driven rotatively. SOLUTION: The roll has an inner cylinder member 20 having shafts 21 and 22 at both ends and supported by the shafts 21 and 22 so as to be rotatable through bearings 26 and 27, a rubber roll 40 mounted on the outer peripheral surface of the inner cylinder member 20, eccentric side plates 53 and 54 mounted to the shafts 21 and 22, respectively, at both ends of the inner cylinder member 20 in a rotatable way and a thin cylindrical metal-made elastic outer cylinder 50 supported by the eccentric side plates 53 and 54 in a rotatable way and having an inside diameter larger than the outside diameter of the rubber roll 40 to house the rubber roll 40 within the cylinder 68, with the inner peripheral surface 50A in contact with the outer peripheral surface 40A of the rubber roll 40.
