<P>PROBLEM TO BE SOLVED: To support effectively at a good timing user's determination relative to idling stop in signal waiting or operation of stop or start of an engine in any case without depending on infrastructure preparation by processing autonomously completed on the vehicle side. <P>SOLUTION: An image around a vehicle is imaged by a camera 1, and the signal state of a signal or its change is detected from the imaged image by a signal detection part 2. The present position of own car is detected as present position information by using a prescribed positioning system by an own car position detection means such as a navigation device 3.
