PROBLEM TO BE SOLVED: To provide a technique for measuring the frequencies of measurement signals under test, that is unaffected by the duty ratio of measurement signals under test. SOLUTION: The time of a predetermined phase of measurement signals under test is measured, and by computing the gradient of an approximate line about the phase and the time measured or the inverse of the gradient, the frequency of the measurement signals under test is measured.
