PROBLEM TO BE SOLVED: To prevent a decoding from being disabled due to the effect of input/output characteristic of an image input/output device when decoding data by inputting an image from a medium after outputting the data embedded image into the medium. SOLUTION: An input/output characteristic storage section 160 stores input/output characteristic for a plurality of combinations of image output devices and input devices, an input/output characteristic selection section 170 accepts a designation of an output device and an input device and selects, from the input/output characteristic storage section 160, input/output characteristic corresponding to the combination of the designated output device and input device, and an average density difference estimation section 180 calculates an average density difference of pair blocks by operating the input/output characteristic upon encoded image data generated by a code forming section 150. On the basis of the average density difference calculated by the average density difference estimation section 180, an encode determination section 190 predicts the number of codes to be decoded rightly and determines propriety of encoding.
