<p><P>PROBLEM TO BE SOLVED: To produce warm water and cold water using exhaust heat of an electric refrigerator for home use as a heating source, and using preheat after cooling as a cooling source. <P>SOLUTION: A small heat storage type water heater-cooler of large capacity can store about 35-40 times the amount of warm water or cold water in a tank by using a polyethylene glycol based heat storage agent 8. The required amount of warm water or cold water can be produced when necessary by using the heat storage agent 8 and a heat exchanger 7.
