PROBLEM TO BE SOLVED: To provide a snow-melting panel which has high snow-melting efficiency, dispenses with large-sized manufacturing equipment, and can reduce the number of man-hours for manufacturing. SOLUTION: This snow-melting panel 1 is equipped with a rectangular radiator plate 2, and a channel forming member 3 which forms a zigzag channel allowing the flow of a heat medium between one side of the radiator plate 2 and the member 3. The member 3 comprises a first nozzle member into which the heat medium flows, a second nozzle member 4b from which the heat medium flows out, a plurality of rows of linear groove members 5 with trapezoidal cross sections, which are arranged between the nozzle members, and a plurality of U-shaped groove members 6 which are connected to ends of the members 5 adjacent to one another. A joint part 7 is fixedly provided in a part for connecting the linear member 5, the first and second nozzle members 4, and the groove member 6; and both short-side-direction ends of the respective member 5 are fixed to the radiator plate 2 throughout their longitudinal lengths.
