The device has a mechanical actuating unit interacting with movable straps (2) of power poles of an electric switching apparatus and actuating a neutralizing apparatus of the electric switching apparatus. The neutralizing apparatus has a bi-stable elastic membrane (6) carrying a cutting blade (60), where the membrane attains its critical position and drives the blade in translation until the blade cuts-off a wire of a control circuit when a wear degree of pellets (20, 30) is greater than a predetermined threshold for neutralizing the switching apparatus.
