PROBLEM TO BE SOLVED: To provide a technology of ensuring a band required for a format under which transmission is executed at the highest probability among various formats and ordinarily transmitting images without interruption. SOLUTION: In a transmitter for ensuring the band required for the HD format at maximum when a tape, whose image data are mixedly recorded by the SD and HD formats, is reproduced, when the band required for the HD cannot be ensured, the transmitter first ensures the band required for the SD, and later ensures a difference band from the band required for the HD so as to be capable of transmitting image data of only the SD.
