PROBLEM TO BE SOLVED: To reduce costs required for storing and updating software of a receiver. SOLUTION: A file system 231 reads difference data 12 generated by a data generator on the basis of standard version software 11A and new version software 11B to be an updating object from download data 13 stored in a flash memory 215 to a RAM 213 when activated. When activating the software, the file system 231 reflects the difference data 12 on the file data of the reference version software 11A stored in a ROM 212 and reads the file data. Thus, the file data of the new version software 11B are developed in the RAM 213. This invention can be applied to a digital television broadcasting system for transmitting the updating software data of a signal receiver which receives broadcasting signals.
