PROBLEM TO BE SOLVED: To improve the excavating speed of a linear part by a small, lightweight excavator of high rigidity and to continuously construct an underground continuous wall with an angular part by horizontally rotating the excavator with no trouble to change its excavating direction in a soil improving device mounted through a rotating device to the arm tip of a back hoe or the like of a shovel type excavating machine used as a base machine. SOLUTION: The soil improving device is suspended from the arm tip of the base machine through the rotating device, wherein a cutter post 13 suspended from a lower part of the rotating device is formed in an H-shape cross section with a pair of steel side plates arranged in parallel to be able to guide a pair of endless chains 14, and a steel intermediate plate which connects the pair of steel side plates integrally. Both side parts of each steel side plate are provided with guide rails fitted with recessed grooves of the endless chain to guide, and horizontal bit plates 15 for connecting the pair of endless chains 14 are provided at predetermined spaces in a chain circulating direction.
