PROBLEM TO BE SOLVED: To efficiently control the number of repetitions by minimizing the number of additional circuits without performing useless repetition decoding. SOLUTION: Exclusive ORs 201, 211 compare sign bits (positive and negative codes) of the after- and before-event values in element decoders (1)101, (2)105, respectively. Registers (1)203, 213, registers (2)204, 214, subtractors 205, 215, and absolute value computing units 206, 216 calculate the absolute value of the differential value between the number of mismatches in the sign bit of the before- and after-event values before and after decoding, and that in the previous repetition decoding. Threshold determination sections 207, 217 perform threshold determination to the absolute value of the differential value and a prescribed repetition completion determination threshold.
