PROBLEM TO BE SOLVED: To provide a phosphor safe, low price and having high luminous brightness, to provide a method for preparing the phosphor, and to provide a light-emitting element. SOLUTION: The phosphor uses as a matrix a material which has a cage-like lattice capable of including at least one atom in the crystal structure, and is activated an activator in the inclusion site or co-activated in the inclusion site and another site in the lattice. The phosphor contains, e.g. Ca, Sr or Ba and Al, and is prepared by adding an activator to a matrix mixture and firing, which matrix mixture is decomposed to oxide on firing.
