An interior construction material having a carpet layer and a functional layer is provided to be used as materials for various wall surfaces, floors, and ceilings of a building by improving fire resistance and sound, vibration, and impact absorbing functions. The sound and vibration absorbing material(20) for interior construction is composed of a PET(Polyethylene Terephthalate) carpet layer(21) for containing a phosphorous flame retardant of 0.05~5wt.% to phosphorous atoms and having a pile forming a uniform curved surface by continuously arranging ridges and gullies; an absorbing layer(23) combined to the carpet layer; and an adhesive layer(22) for bonding the carpet layer and the absorbing layer. An effective surface area of the PET carpet layer is 20~150m^2 per 1m^2. The absorbing layer is made of one selected from a group comprising melanin foam, urethane foam, non-woven fabrics, felts, and mineral wools.
