PROBLEM TO BE SOLVED: To compress a plurality of resolution image data in units of block by different compression systems, respectively, and to decode composite compression data produced by compounding respective compression data. SOLUTION: The image data decoder comprises a separating section 1005-1 for separating composite compression data into compression data for every resolution, decoding sections 1005-2 and 1005-3 for obtaining first high resolution data by decoding the separated compression data of first resolution and obtaining first low resolution data by decoding compression data of second resolution obtained from the separating section, a conversion section 1005-4 for converting the first low resolution data into second high resolution data, and an image composite section 1005-5 for obtaining one decoded image signal by compounding the first and second high resolution data.
