An apparatus and a method for eliminating chemical and biological warfare agents by a high-temperature and large-volume microwave plasma burner are provided to induce very strong electric fields by collecting electromagnetic waves at a predetermined position and injecting gas or liquid phase hydrocarbon fuel to generate high-temperature and large-volume plasma flames to remove warfare agents spread in the air by oxidation reaction. An apparatus for eliminating chemical and biological warfare agents by a high-temperature and large-volume microwave plasma burner includes a magnetron for oscillating electromagnetic waves, a power supply for supplying power to the magnetron, a circulator for outputting the waves oscillated from the magnetron and absorbing reflected waves from the magnetron, a directional coupler for outputting the electromagnetic waves transmitted through the circulator and monitoring intensities of incident waves and reflected waves, a stub tuner for matching impedance by controlling the intensities, a light guide pipe(60) for introducing the electromagnetic waves from the stub tuner, a discharging pipe(70) for generating plasma by the electromagnetic waves inputted through the light guide pipe and vortex gas injected from the outside through vortex gas supply holes(82), an ignition part(91,92,93) for supplying initial electrons to the discharging pipe for generating plasma by the electromagnetic waves and the gas introduced into the discharging pipe, a fuel supply(111-115) for supplying gas or liquid fuel to generate high temperature plasma flames from the plasma generated in the discharging pipe, a warfare agent injection part for injecting warfare agents to the high temperature plasma flames formed in the discharging pipe through warfare agent injection holes(102), a reaction part(150) for carrying out reaction between the high temperature plasma flames and the warfare agents for dissolving and removing the warfare agents, and a flame outlet(120) for discharging the high temperature plasma flames(F1).
