A system and a method for objectively evaluating quality of a moving picture by using a mixed video quality index, a moving picture encoding apparatus of the system and method and a moving picture encoding method thereof are provided to improve objective video quality evaluation by utilizing supplemental information which can be provided by an encoder or a decoder of a video CODEC(COder DECoder) in evaluating video quality. A moving picture receiver(200) evaluates quality of a moving picture by using video quality evaluation data from an moving picture transmitter(100). The moving picture transmitter includes a data mixing unit for mixing encoded data with the video quality evaluation data to create mixed data and a transmission unit for transmitting the mixed data to the moving picture receiver. The moving picture transmitter further includes an encoder for encoding an inputted original moving picture and applying the encoded data to the data mixing unit, a decoder for decoding moving picture data encoded by the encoder and a video quality evaluation unit for evaluating video quality by using the decoded moving picture data.
