PROBLEM TO BE SOLVED: To provide a telop detection device and a telop detection method capable of detecting a telop in an image precisely, and to provide a recorder. SOLUTION: The telop detector 113 detects the overlapped section between edge image data extracted from the video signal of the present frame in an input video signal, and those extracted from the video signal of at least the last frame as still edge image data; and determines a telop region according to the degree of congestion of an edge indicated by the still edge image data, when it is determined that the still edge image data continue with nearly the same content at least for a prescribed number of frames.
