PROBLEM TO BE SOLVED: To provide a binder for coated paper, having a dusting prevention effect. SOLUTION: This binder for the coated paper comprises (1) (L1) a copolymer (salt) consisting of a conjugated diene, etc., and (L2) a water soluble polymer such as starch, etc., (2) (S1) a compounded surfactant consisting of a non-ionic surfactant such as a polyethylene glycol with an anionic surfactant such as a sulfonic acid (salt), etc., and (S2) a surfactant consisting of a copolymer (salt) consisting of anα,β-unsaturated carboxylic acid (salt), etc., and (3) (E) an ester expressed by general formula (1) [wherein, R, R' are each an alkyl group or an alkenyl group].
