PROBLEM TO BE SOLVED: To provide a wheelchair lifting device capable of detecting the rotation state of a winding part without using a rotation detecting plate. SOLUTION: A winch unit is provided with a detection part 51 for detecting the rotation of a drum, and the detection part 51 is provided with a light emitting part 53 for projecting detection light 52, a light receiving part 55 for receiving reflected light 54 and a control circuit. The light receiving part 55 outputs the signals of a voltage corresponding to the intensity of the reflected light 54 to the control circuit, and the control circuit outputs output signals 56 composed of "H" signals or "L" signals in response to an input voltage from the light receiving part 55. Positioning is performed so as to project the detection light 52 from the light emitting part 53 to the pawl gear 46 of a ratchet 42 and positioning is performed at a part where the light receiving part 55 can receive the reflected light 54 reflected at the pawl gear 46.
