The user is given points corresponding to the display time of the CM content and can receive various services in accordance with the given points. In this way, the user can obtain benefits from keeping the terminal apparatus (3) active. It, therefore, can be expected that many users will keep their respective terminal apparatuses (3) active, with the result that the system can be stabilized.
